Skills Gap-to-Action Plan Template
A free Excel template that turns each verified skill gap into a development plan with an owner, an intervention, a target level and a re-measure date. A live dashboard rolls every plan up into numbers a CHRO can take to the board.

What's inside
- One row per person and skill. Record the current and target level on a 0 to 4 scale, the intervention, the owner, and the start and re-measure dates. Gap, progress and status fill in on their own.
- An evidence ladder for every level. Log how each current level was established, from an algorithm's guess to a demonstrated result. The dashboard flags plans that rest on weak evidence.
- A dashboard built for the board. Closure rate, average progress, plan status, evidence quality and gap size update live from your plans, so you report that capability changed, not just that training happened.
- Team rollups and a reference tab. See where development is landing and where it is stalling by team. The reference tab holds the proficiency scale, the evidence ladder and benchmarks to read your numbers against.
How to use it
- Add a row per person and skill. Each row is one person and one skill you intend to close. Fill only the white cells under the blue headers.
- Set the current and target level. Use the 0 to 4 scale. Gap and progress calculate automatically.
- Record the evidence. Choose the evidence rung behind the current level, so the plan rests on verified capability and not a guess.
- Plan the intervention. Add the intervention, owner, start date and re-measure date. Status and days to re-measure update on their own.
- Re-measure and close. Update the current level when you re-measure. The plan closes itself once the current level reaches the target.
- Read the dashboard. Review closure rate, evidence quality and the team rollup. Replace the sample data, 18 people across four teams, with your own and the charts follow.
